Promoting civil and political rights
There is no democracy without civil and political rights; these are freedoms and other related fundamental rights that are considered as "human rights". The government should promote these rights, people should know them and CDHD should ensure their application
Main themes include:

- bill of rights; international human rights legislations and institutions;
- democracy; elections
Ensuring the application of the rule of law
The rule of law combines the promotion of human rights and democracy principles; it requires an effective justice system and coherent legislations. CDHD ensures equality before the law, accountability to the law and supremacy of the law.
Main themes include:
- access to justice; equality before the law;
- justice and accountability of political leaders;
- effectiveness and efficiency of the justice system;
- coherence of legislations
